Cannot install packages without running `sudo apt update`

Quick Information of System
- Operating System: Rbian v0.1.1
What Happened?
Cannot install packages without running sudo apt update
.
Expected result
Must be able to install the packages without running sudo apt update.
Steps to reproduce
- Boot to Rbian
- Try to install packages by running
sudo apt install chromium
